Manslaughter charges for improper towing equipment.

Not all of this is ignorance. Some of it is self - delusion in the name of cheapness. DH has been told by people with brand new, pricey rv's with two thousand dollar tv antennas that the cost of aux toad brakes is just too much, and they probably won't be in any accidents, anyway.
