That looks to be to be caused by a cut into the steel belt. The second photo shows an area at the #4 rib (counting from the left) where the rubber appears to be more intensely "frayed" and that is usually an indication of a cut. The partial detachment of the top belt is another indicator of an isolated problem, and not a generalized issue.
Plus there is no indication of a cap ply, which we have been told current Maxxis ST tires have.
