The second photo shows an area at the #4 rib (counting from the left) where the rubber appears to be more intensely "frayed" and that is usually an indication of a cut. The partial detachment of the top belt is another indicator of an isolated problem, and not a generalized issue.
That was my thinking even before I read this post. Looks like a cut/road hazard incident to me too.
(disclaimer: I certainly not an expert on this kind of thing. My observation is just an observation-opinion.)
