It is not a license, it's a daily permit.
Many of the parks are located in historically significant areas and there are artifacts under the soil.
e.g.
Camp Logan (in IBSP) was a POW camp during the Civil War.
Starved Rock SP was the scene of a siege.
(The Ottawa and Pottawatomie starved out the Illini)

Use of metal detectors at IBSP is only allowed on the beaches in the early morning (before 9:00AM) and the people using them are required to go to the park office and report what they found.
