Wow, lots of hostility directed at the OP! I agree that the rate charged for a public campsite should not discriminate residents from non residents, but each state has their own way of running things. Michigan is a mess right now, that state seems to be its own worst enemy! Talk about discouraging tourism. We've been to a few state parks there, some public non-state campgrounds as well.
BTW, the photo of the rig above with the van and the oversized trailer is very unsafe!
Some people just don't get it. States get your money one way or another. Should I start a thread about avoiding Illinois or indiana or Ohio or Pennsylvania or New Jersey, etc. because they have toll roads. That there a rip off?? Are you a hunter or fisherman? If you were, you'd know almost every state in the country imposes higher fees on sportsman wishing to participate in the bounties of your state, or any state they don't reside. Is that fair??? Is it stopping them or discouraging them from doing so? Not at all. They do it without a second thought, and they were aware of the associated fees before their departure. A little research ahead of time helps.
If a few extra dollars from non residence camping fees jams you up, you probably shouldn't be traveling out of state or anywhere for that matter. The steering wheel will take you to places that fit your budget. A bit of planning will save a lot of heartache. As far as the fees here in Michigan, there isn't a shortage of non resident or residence willing to pay the fee.
