From the OP's point of view, he is definetaly being overcharged. Becuase what is important to him, is not offered. Level sites, concrete pad etc.
For me I could care less about those concerns, so I might find the parks to be a screaming deal. If they offer things like, hiking, fishing, swimming etc
Value is in the eye of the beholder. And I might feel overcharged, if in a private camprround, even though the site, had everything, and was well maintained, etc. If I had nothing to do. That I Like to do, I would probably not be back
I guess the moral of the story is pay for what you like. And stick with those camprounds
