Because many people will obey the law and that in itself is beneficial.
Ontario has had a distracted driving law for a few years now, convictions come with stiff penalties, fines of $615 to $1,000 plus demerit points on your license.
Did it curb people playing on their phone while driving? Maybe a little.
What it has done is created a huge demand for window tinting. The guy that does our fleet told me his business quadrupled after the law came into effect.
Window tinting is also illegal in MN.
I knew a man that bought a nice new BMW. The police pulled him over and said the factory tint on his windows was to dark. He had to go purchase new non-factory glass and have it installed.
