The city of Houston and the state of Texas need to figure out how to safely evacuate people. With as much notice as they had with Hurricane Harvey, they should have been able to make it happen.

In those 12 years did the weather forecasters ever "Cry wolf" over a blizzard, tornado, or hurricane? "Evacuate" is the easy part of the equation. Where do you put all these millions? Ongoing medical care? Even at 20,000 people per hour leaving, it would take 5 days to evacuate and are you going to take care of them on the other end?
