Any 2-stroke by nature is going to be loud as compared to a 4-stroke.
I would not want a generator that requires fuel/oil mixture.
Since budget is a concern, I would recommend this one. Yes, this is the one I personally have. It is very dependable, starts easy, highly rated & really not loud at all. 1500 rated / 1200 continuous.
