I love the idea of separate areas for long term residents and "transients". I've found the permanent residents can be a bit territorial.
Have an enclosed dog run. I travel with 2 big dogs. I would much prefer to walk them away from the camp sites, but often I can't. Also, stock poop bags and have a lot of garbage cans available. Make it easy for people to be responsible dog owners. (I'm always responsible for my dogs, but there are a lot of folks who are only if it's convenient for them.)
