It still has a certain amount of alcohol, so it still sanitizes. Nothing will grow until there's nothing left in the solution to sanitize.
We live on well water that has no sanitizing - so we don't have the advantage of a residual sanitation as you city water dwellers do. Thus, pinking in the winter is equally important for maintaining clean lines as the protection from freezing.
