First... While I can not speak for the service manager I can speak to the dewinterization process and to leaving the pump on.
Dewinterization means you flush all the Pink Stuff out of the lines
To do this you generally fill the fresh tank FULL with a mix of water and bleach at the ration of 1/4 cup bleach to 15 Gallons of water. Pump it through the lines, till the out flow smells like bleach, let it sit a bit then drain the system. re-fill with water and optionally baking soda (about half as much Soda as you used bleach, Again pump till the lines are CLEAR of bleach and drain, Now fill with fresh water and flush.
So you told them to fill the fresh tank when you ask 'em to de-winterize.
Leaving the pump on dry won't hurt it
THEY SHOUDL have emptied the waste tanks however when finished.
