I've also had the strange experience of having the same person pass me 4-5 times in a day. (This past summer, it was a guy with a big toy hauler.) My fuel tank isn't all that big, and my mileage isn't all that great (11 mpg while towing at 60), so I always assumed it was because they stopped more for bathroom breaks, stretching, etc... My parents have to stop more than we do. We're still youngish (early 40s) and can go for a full fuel tank worth of time (~3.5 hours) before needing a stop. Refueling stops, taking into consideration the time to get off the highway, back on, wiggling around to get to the gas station and pump, refueling, paying, waiting for DW and kids to use the toilet, can take 15-20 minutes. It's not all about speed and how long refueling itself takes.
Our breaks consist of hitting an off ramp, straight across to the on ramp, off on the shoulder. The DW hits the 5er bathroom first while I take a walk around the rig checking things out. Do my bathroom break while she does a walk around double checking my walk around. Off we go back on the road. Never took a trip yet where I've needed fuel.
