They were trying to or wanted to get MH and towable RVs that exceeded 400 sq ft with slides extended, redefined so as to fall under HUD construction requirements for manufactured homes or homes.
This was the EPA nitwits who want everybody on bicycles or riding donkeys and living in straw huts.
They really did want to curtail or eliminate RV, on the road or anywhere.
It didn't get very far.
If you can afford an RV you aren't righteous sort of thing.
Thank goodness there are still some level heads in Washington.
