I see no need for the rise. The DC actually plays better with a top mount anyway. I pulled a measurement off the ball and it's 24" exactly. I know that's not what you need but it put's you in the ballpark, sound like their 28" number is close.
All I have in the front of ours is normal stuff like boards, sewer and water and some mats and it's still a beast. I can't imagine a full load of water.
I've read older posts here and on the Jayco forum of 32BHDS's being lighter on tongue weight years ago, before the rear kitchens maybe. I just wonder if they shifted the axles back a little. They're definitely in 3/4 ton territory IMO.
Good luck, and update us on how well the newer gasser pulls it so I can go trade.
