they "ask" for a donation, not "want".
they're volunteering their time and gas to get there. they don't get paid for doing it. some are probably using their own money to pay for the coffee, sugar and creamer.

knowing CA they probably required the volunteer group to get a local and state business license, buy Organic coffee beans,sugar, and hormone free cream, Use recycled paper instead of styrofoam cups and then charge a deposit for them, and have the whole operation inspected and certified by the board of health with some astronomical fee LOL.. - drsteveExplorerMichigan does this on holiday weekends at certain large rest areas.
- bpoundsNomadThe old 'REACT' group used to do coffee stops on holidays. Which tells you how long ago that was. Haven't seen anything like that in a long time. CA probably made it illegal or at best inadvisable. I prefer how Utah does their rest stops, partnered with enterprise. Food and fuel.

Yep, see those every once in awhile, especially in rest areas with big tourist information buildings.
Vermont does this on I91 at their "Visitor Information" rest area at the southern border. There is an open gazebo type area to the side where non-profit groups setup with coffee and snacks, "free" with "donation" cups right there.
Most (maybe all) of the other Vermont rest areas have permanent free coffee in the building (with a donation box). Apparently the program is basically self-funding. - hornet28ExplorerI wondered where my ex-wife went.

A few years back the place was jam packed mid afternoon. There was not one single parking space open in either the truck or car section when we stopped and the kids needed to go, and go bad. I pulled the truck and trailer off to the side on the shoulder past the car spaces which was about 12' wide. It did have a few signs "no parking on shoulder".
Before I could even get out of the door here comes this nasty hag of a woman who jumped in my face with a ciggy hanging from the corner of her mouth, who had the demeanor of a much abused Rotweiler, to inform me that I could not park there LOL. I had to tell this nasty example of a woman that I was parking there because your parking lots are full, and the kids were going to use the facilities, so if she did not like it she is more than welcome to go back to her shack and call the PSP. I suggested she might be better off worrying about cleaning her toilets. She proceeded to write down my tag numbers then stormed off while spewing a diatribe that could be heard for 100 yds, complete with a few F bombs LOL.

Local scout troops set up in the rest areas around here. Usually just on holiday weekends. - TvovExplorer II

In talking to one animal rescue group that was there, they said there is a long wait list to be able to set up at the rest stop. A lot of people go through there on their way up north and stop in (we always do). One lady kind of smirked a bit and said the local volunteer fire department always gets the best weekends - I laughed, I am a member of my local fire department.
