Most rest stops in New England that I've been to are pretty specific: cars go in one area, and trucks and vehicles with trailers go in another. Most times the split for the vehicles with trailers area is before you can tell whether there is room in the car only area. Once you are in a certain parking area, it can be difficult and dangerous to try to move to another.
I am talking about my situation, truck with TT, but I've always assumed it goes for anything larger than a van also. - Cloud_DancerExplorer III watch the news. The USA can handle a lot of things that don't make sense. And, I believe the USA can handle me using a rest stop for its designed purpose,....in my car or in my motorhome.

they "ask" for a donation, not "want".
they're volunteering their time and gas to get there. they don't get paid for doing it. some are probably using their own money to pay for the coffee, sugar and creamer. - packnratExplorer

i have seen them sorta... church groups do this.
but they want a "donation" for the "free food, coffee" - packnratExplorerno "camping", but due to the fed requiring truckers to stop for a minimum of ten hrs, no state is going to enforce the parking very much.
just do not look like your are camping.
aka, keep the awning in. do not set out the lawn chairs, etc.
if asked just say. you were falling asleep, and needed to stop for a nap.
