Here in Texas, hand on the top of your steering wheel, 2 fingers up is all it takes to say "Hi" (or near Bryan / College Station, "Howdy"). You see it more in the smaller agricultural / ranching communities. I don't hesitate. If in doubt, wave, acknowledge the other person, who knows, you may meet them again some day. Small world.
