Non-Resident RV Registration in New Mexico

My understanding (or misunderstanding--lol!) after talking to Camping World in New Mexico:

Even if you're not a resident of New Mexico, you can purchase (take delivery of) a new RV in New Mexico, and legally register it in New Mexico using your out-of-state address. All you have to do is pay a 3 percent sales tax at the time of delivery and approx. $40-$50 for annual tags. Apparently, this is only applicable to RV's and does not apply to standard motor vehicles.

Note Registration of RVs by non-residents (66-3-4A)

I'm sure there may be legal ramifications of doing this for residents of some states.

    As I stated, there are probably legal ramifications in some states. Gotta wonder why New Mexico has this loophole. Is it supposed to legally benefit some non-resident, snow-birds who spend the majority of their time in NM?
