That seems a bit impractical to me, unless it's set up such that the jeep can come off the trailer without taking the boat off first... With the rig the OP posted, one can back the toad off the trailer, then use the toad to launch the boat. But if the toad is on top, you would have to launch the boat with the RV before being able to lower the toad to the ground level... And that would be a pain IMHO...
