That's not localized to the past. Just because somebody is within all their ratings does not make them safe. Cars that they towed with in the past were significantly inferior to what we have today. Yet they managed to do it safely just fine.
Many of them had the hydraulic actuated brake controllers which worked very very well.
Once weight distributing hitches were invented things got a lot safer. However those old tow cars had something that significantly is better than what today's tow vehicles have. Custom-built hand fabricated superstrong receivers.
These receivers were not simply bolt on torque tube receivers. These things were gusseted an extended towards the rear wheels and they were extremely strong.
Today's receivers are extremely weak. Especially the receivers they put on cars.
