I was a Human Resource Manager for 9 years, and I still use the sample letters on the volconus link, and adjusted them as I gained experience.
Keep in mind that a lot of agencies have volunteer managers/coordinators as an additional duty. You may/may not get a response. If they are interested, they will contact you.
Don't take not being contacted personal. Keep applying for locations.
Also, if there is a location you are interest in, and they do not have a vacancy announcement, you can do a search, contact them directly by telephone to let them know your interest.
