From your description, I would say you have an improper bearing adjustment. I would take it back to that guy. If you have the ability to get that wheel up off the ground, grab the tire at 9 and 3 o'clock and wiggle the tire back and forth and side to side feeling for excessive bearing play. That should give you an idea of the bearing adjustment.
I could probably try this later. I'll just use my car jack and get it a little bit off the ground to try. I'm about to head out for a bit, but I'll try this later if you guys think this is helpful. But regardless, I need to bring it to get repaired anyway since I don't know how to do it.
