I think for your purposes, I would get a white noise machine. Our friends let their bath fan run for white noise.
I'm not worried about the neighbors - our A/C is much louder on the inside than the outside. Our bathroom fan is a Fantastic Vent so is too quiet to use for white noise.

We do have a Vornado space heater, but that is also too quiet. Our A/C has an electronic control with a thermostat so shouldn't be heating all the time.
