Note exactly precedent but....
The city of Farmington Hills, Michigan issued a temporary waiver to a Ham Radio operator to erect a tower. The tower was built, and when the original waiver expired it was renewed. Well at the last renewal a jerk neighbor squaked and the zoning commission denied the renewal.
The ham took 'em to court (note I know, but have forgotten the name of the Ham, I do Remember his lawyer though, another ham, been to his office on non-legal business).
The judge said he had never heard of a TEMPORARY waiver for a building and that since the thing was built while the waiver was in effect the city could not order it torn down, issued a non-expiring waiver.
Since it was agreed you could park there if you made an improvement to your property, and since you made those improvements (At great cost) then I think you should try and hold them to the agreement..
Option 2: you know those hudnred dollar car ports you can buy at Pep-Boys.
Well, imagine taking two of them, end to end, and extend the legs a bit, get 4 siding kits (overlap to take care of the added height) and you have an RV garage.
