If you are a law abiding person there will be no easy cheap solution. Social engineering as in rv lot restrictions provide bureaucrats with a sense of power and do not take much work. The way to influence is to create work for the bureaucrats to the point they will work on other issues. A law suite, a referendum, visibility, etc are means to create work. But they do take your commitment. Suggest you show up at the offending committee public meetings consistently with public comments that are germane to the topic. Local news media is likely to be in attendance. The internet can provide lots of appropriate info. Do that for 6 months and the politicians will understand your issue.
