It's entirely possible that they may not be permitted to be open if the showerhouse is not functional due to the requirements of the state or local sanitary codes.

In Montana it would be illegal for us to be open if we did not offer either functioning sewer on site or an open restroom facility. If we operated with sewer and no restroom we would have to restrict access to self contained RVs only.
