It's a mess, isn't it? I get those same nasty-grams from AZ about my older vehicles that are registered in ID now. The states don't talk to each other.
It isn't the states responsibility. On the back of title/registration it clearly states that it is YOUR responsibility to notify the state of transfer of ownership or title. People assume that means a sale but it is ALL title transferrs. If title is transferred to another state, it is your responsibility to notify the previous state of the title transfer and to cancel your old plates.
