The down side is, it is illegal under the specifics you laid out. The catch is, its not illegal for the NM dealer to do what they propose, since you're taking delivery of the RV in NM. They're only concerned with NM law. Their lawyers have advised them that its not their responsibility to verify where you're going to store/garage this vehicle. From personal experience I can guarantee that if you went to an official NM DMV office, they would ask you for 2 docs showing you own property in NM where you're going to store this vehicle.
But under your scenario, if you take this vehicle back to your primary home in ID and store it their most of the year, when not in use. Then you're in violation of ID law. The NM dealer has no duty to comply with ID law, but you do.
No need to waste our time arguing the point, just call your local ID county tax collector or DMV, whoever handles vehicle registrations, and ask them. no doubt in anyones mind what their answer will be, unless you buy property in NM and store this rig there.
