I've seen it happen to the skin on framed walls, but it would really be unusual for a laminated wall, where the skin and underlayment are full-area bonded to each other and the insulation underneath. Cougar is supposed to be laminated wall, guess factory didn't get that one bonded before taking the pressure off.
