Interesting. Last time I stopped in a Illinois rest area, it smelled too. Must be Illinois residents are thoughtless as well.
When you gotta go, you gotta go.... I find people with dogs to be the worst offenders. They let their dogs 'relieve' themselves anywhere and don't bother cleaning up the remains.
Have to be careful where you walk in any rest area or you wind up with poo on your shoes. Nothing more stinky than old dog poo.
I'll take wee-wee anyday over dog poo.
