Sorry, but everything I've ever read is that the buyer IS required to pay sales tax - whether private sale or not.

Of course he's required to pay sales tax - but not to the seller. Applicable taxes will be paid when he registers it in his home state. The OP is concerned about driving without a plate and has found that he will be taxed in FL for this. I'd get the insurance and ask your home state for advice.
