I'll get on the road today and count a dozen people without tags before I make it out of town. Imagine what a great business that would be if they all got fined $500, 60 days in jail and 6 months probation.

For the record, people also speed every single day. Does that mean that nobody could get pulled over for speeding and issued some type of punishment? How about drunk drivers? Just because people get away with illegal activity (no matter how trivial it may appear to be), does not mean that it is no longer illegal. Again... I provided the OP with correct information and allowed him to make a decision with that info.
Silly me, I though that was the purpose of the forum and of his specific questions... to get factual information.
