Simple to understand! Most sites in CG's do NOT have sewers. Many don't even have water. Many RV have very small holding tanks and freshwater tanks on the RV's and particularly towables. Very few like to tear down and go dump and refill the tanks or carry and means of hauling and refilling. Try just 4 people camping in a TT or 5th wheel with a 30-40 gal fresh water tank and gray tank. Haul to dump and refill about everyday? Are you kidding me? Even few people with big MH's would do it!
We don't have these problems as there's just 2 of us and we have large tanks and still take a wheeled blue lagoon and also a 5 gal fresh water container to refill if need be. We'd never use some of the gross bathrooms and showers we've seen in some states. Must have no rules or laws and certainly not enforced or remotely sanitary. Our State is very fussy and enforces and a complaint will get you inspected real quick and fined or closed if in serious enough violation. I spent 9 years on the board of directors in a large RV resort/CG and know what happens and we mandated over cleaning because of it and constantly inspected internally. Really made us mad as S.E. Michigan (Detroit area) CG's got away with so much more than the rest of the state.
