That's not true. Only if you're importing something covered by NAFTA or is not subject to an Exise Tax or Import Duty is there only GST payable.
Further, regardless of in which Province you enter Canada you are dealing with the Federal government who do NOT collect Provincial taxes, never have, never will.
That's why when you for example import a vehicle you pay GST at the border and PST when you license it locally in your home Province.
Import Duty is to protect Canadian manufactures ..... Name one.
Everything is made overseas with very few local factories. Most of these use imported components.
