That's not true. Only if you're importing something covered by NAFTA or is not subject to an Exise Tax or Import Duty is there only GST payable.
Further, regardless of in which Province you enter Canada you are dealing with the Federal government who do NOT collect Provincial taxes, never have, never will.
That's why when you for example import a vehicle you pay GST at the border and PST when you license it locally in your home Province.
Granted I moved away from Newfoundland in 2008. But while I lived there if I ordered something by mail or by ebay, and it was over $20.00, I paid HST, that is both taxes.
As I said the laws could have changed. Or maybe not all provinces implement their side of HST the same way. I sure have found the lower rates nicer.

No laws have changed. The CANADA Border Services Agency have never collected Provincial sales taxes, and never will.
The Provincial governments don't even have any access to the records of who crosses the border, let alone what they import or its value.
I don't recall you saying anything about laws changing.
