I have - paid GST on a birthday card I bought in the USA even when that was all I had to declare, 30 min. and lots of paperwork for a few cents - had them refuse to combine exemptions for an item no matter how the bill is written - refuse to allow an item in until I showed them it was CSA approved. So I have learned to ask before leaving and then if they wave me through it is a bonus. And things can get much worse if you "forget" to declare something.

CBSA will NOT collect tax on less that $20 as the paperwork costs more than the revenue.
CSA is a private company that "tests" products exactly the same as UL. They could ask if it complies with a federal/provincial standard that would be listed in the paperwork but cannot require a CSA logo on it.
