There are still a few gems out there. On 99W in Newberg, Oregon the public works dept has a dump station for $1 (includes water for flushing/cleaning the slinky). It's on the 'honor system'. You put a dollar in the slot of the box near the spigot.
Since it is a gated yard, dumping is limited to weekday business hours:
