I would not mind a fee if they had something for the dog. We were in Holland last year for the festival and did not have a fee. In fact we have never been asked for a fee for the dog. Have been at parks that limit the number of pets or have even bypassed parks that forbid pets.
It's their park and their rules so it's not a problem. It is also my choice of where we stay so we are even.
