Yes it is common - however, it's usually $1-2 per pet.
Some campgrounds have a limit for the number of dogs (usually two).
Some restrict the *type* of dogs allowed.
Check before you go there!.;)
Supposedly -as others have noted- pet owners cause extra maintenance for the campground owner/operator.
May be true - however (IMO) it's just another way to charge another fee.......like an extra vehicle, additional people in a site, etc.
One time all the campgrounds in a popular area were full.
Didn't have any reservations - found a campground with an opening.
Their dog "limit" was two.....at that time I had three (all small).
Yep - MY count was off by one. Only walked two at a time while there.
Guess I "defrauded an innkeeper".
BTW - it was a small (nice) campground and pet owners were required to walk their pets *off (outside of)* the property!
(SOP - was to walk from inside the park with your pet/s and exit to the adjoining street/s for dog walking. No extra cleanup req'd by the campground, LOL!)

Opposite dog fee story:
Wanted to see what Jalama Beach Campground was like, facilities, etc.
It's off Highway One in CA, close to point Conception off the Santa Barbara coast. Unique - it's the ONLY such campground in the area. Over the years, heard good an bad about it. (IMO - bad wins)
Accessed by 14 miles of 2-lane *really* winding road. Small place, right on the beach.
Drove in with my pickup. Told the County employee at the gate, I just wanted to take a look around (obvious I didn't have anything to camp with/in). Day use = $10. Two dogs = $3. each.
No free ride or look-see.
He did say - even though he knew better - "*one* dog, right?".
("NO, I've got two dogs". I paid the $3. each)
We were there all of 10-15 minutes, dogs never set a paw on the ground. Great views, very nice beach.
Nothing to do with the dogs or the fee/s - but wouldn't stay there - (RVs & tenters packed in like sardines) or recommend it to anyone with an RV over 20' even consider it!
Other than the immediate area in front of the campground, beach-goers can walk the unoccupied part/s of the beach with their dogs for miles.
Owners let their dogs run loose to frolic on the beach, in the surf, etc.
"Nature" takes care of any clean-up necessary.
Guess "The Fee" grants you the privilege, LOL!
~
I've never been in a campground and seen any employee looking for and/or cleaning up dog droppings, LOL.
And, *most* owners are responsible and clean up after their pets..:C
However, guess that doesn't apply in FL..:(
