For unleashed dogs, I just ask "hey could you grab hold of your dog while we pass? Mine was attacked before and is now afraid of other dogs". They will usually comply, at least until I leave the area.
I do the same with the dog owners if they show up ,while I'm there, but there are other places to go if there are loose dogs around. I'm with you ,I don't want my young 1 year old dog attacked by another , he loves other dogs, and will play with any of them if he could . I want him to remain the same .
