They do. in some states but the problem is a good engineer/technician can show that there are too many ways for a radar unit to show a false speed. Now a properly TRAINED human operator can tell the difference between a false and a true reading (Even I can on some radar units and I'm not trained.. I'm also not a Radar operator) but the fixed camera does not have a human operator to tell if the reading is false or true.
Myth Busters did a bunch of tests. They tried assorted proucts GUARANTEED to prevent the speed cam from reading your plate.. Every time the camera got a clear shot of the plate save one.
THey "Borrowed" a rocket car from the Salt Flats. it goes well over 150 MPH.. the camera snapped.. empty road (The car was long gone).
