First I'd like to apologize to the OP for what as we call in amateur
radio a "LID" if in fact this person was in fact am amateur which I
am incline not to believe.
Good amateur operators are friendly, helpful, courteous and respectful
of other people, are the exceptions to the rule, sure. Amateurs police
themselves for the most part, contacting the FCC on one person will not
bring a responce unless the amateur is interfering with something
important like, police, fire or an airport etc.
I operate in many campgrounds outside on a picnic table allot, but I
have headphones and talk into the mic as if I were talking to the
dear wife in a normal voice. If someone walks by and whats to see what
I am doing I'm always up to letting them listen, but I don't blast
or turn the radio up so loud that three trailers over can hear every
word. The old story is, when you turn up the volume you turn up the
noise, thus making it hard to hear weak stations and besides that it
hurts my old ears "LOL" I also operate "CW" (morse code) and some
people do not like to hear the racket from such (it's magic to my
ears but not to all people) so I ware headphone and let my fingers
do the talking.
If I had been in the park that this happened and saw this type of
operation as a fellow ham I would have said something to the person
and his operation in a nice way. If that didn't work I would have
gotton his call sign and ask amateurs in his local area about him,
sometime a word from a local amateur who is a friend sometime gets
the attention of a operator.....
