I guess it just depends on where you are. In Great Falls, MT on a 30mph street with double yellow lines. I got caught behind an old truck that was traveling at about 10mph. I follow for a while, then seeing traffic was backing up behind me, I waited for a clear shot and passed the truck. No sooner than I pulled out to pass, I saw the blue lights coming from the rear. The cop pulled me over and gave me a good tongue lashing. Said you might be able to do that in Tennessee, but not so in Great Falls. I ask about the traffic hazard the truck was causing. He stated there was no minimum speed limit on a city street. Gave me a warning and sent me on my way.
Actually he was wrong
Montana code 61-8-311
Minimum Speed Limit: A motor vehicle may not be driven at a speed slow enough to impede or block the normal and reasonable movement of traffic.
