This comes down to common sense. We live in an area where buggies are the norm. They have as much right on the road as anyone else. Most will drive on the shoulder or move over when they notice you.
If you need to pass then do so where there is no solid yellow line. They are there for a reason. Now in saying that, if part of the buggy is only on the pavement a few inches then I would pass on that solid line.
We have had so many accidents around here with buggies. Quite often they are because people pull out to pass and then hit someone head on. A few minutes of patience will not kill you. Going ahead and passing because someone else has road rage is wrong. His rage is his problem.
Another thing with buggies and farm equipment is that people do not realize how slow they go and then rear end them because they get too close before trying to stop.
