I believe they do, in Indiana. They have lights, turn signals, and rear view mirrors. But what difference does that make? If you cannot pass anything safely, don't pass until you can pass safely. Don't care if it is a buggy, bicycle, baby carriage, group of Nuns, school kids, jogger, tractor, road grader, or school bus. Give it plenty of room and wait until you can pass safely. Why would anyone knowingly do something that puts any lives in jeopardy.
One of the biggest accident causes is the vehicle that does not pass. Because those behind the second vehicle, will try to pass TWO (or maybe more) vehicles.
