SOME campgrounds (Darn few) are properly wired. This means back at the distribution center EACH site has it's own breaker. If it's a 20/30 site then the will be a 30 amp breaker.. 50 amp sites have ganged 50's I've been in exactly ONE campground wired that way.
That configuration hasn't been the standard for years. Loop feeds from a main distribution panel is the current preference. There is a main distribution panel, usually 200 amps or 350 amps, with a single distribution line feeding a series of pedestals. This is not only the most common setup, but it is also completely "proper". Normally the breakers at the pedestals are independent of each other, but it would not be a code violation for the 20 amp breaker to be branched off the 30 amp breaker (or the 30 off the 50 for that matter), thus limiting the total draw on the circuit to the largest breaker on the branch.
