Just my opinion, but...
I don't think the purging has anything to do with your problem.
I think the OPD valve is stuck. I had one that did that once, and when I lifted it about 6 inches and dropped it on the concrete, the valve freed up and never stuck again.
I don't think there is any need to empty the tank before taking it in to have it checked. However, for your own peace of mind, call the distributor and ask him. He will KNOW what you need to do.
When you get the problem solved, please come back here and tell us what the solution was. There will be somebody, someday, who has the same problem.
