I assume she left with a temp registration and license plate or temp tag?
May be worth taking whatever paperwork she has to the local County Licensing Department to see where the process is. It does take a lot of time, sometimes!
If no processing of the title is found at the local licensing Dept., I would follow up taking jkwilson's advice and follow the link he posted.
