I do know that Ohio is a title holding state. I do know that Ohio BMV holds the title if there is a lien but I don't know about trailers without a lien. Click on the link and enter her VIN number. It should show her title. If she has all of the paper work showing the trailer is paid for she should be able to go to any BMV office and get a title on the spot. https://services.dps.ohio.gov/BMVOnlineServices/Search/Title
